I was looking to go 60-80% over. I know that you can edm them or extrude the tips, just wondering if anyone knows a good place local or not. I got a Quote from Exergy Engineering out of MI....

Not local, but have read a lot of positive feedback from these guys.

http://www.gethoned.com/diesel.php

You could do a search on dieselplace or CompD to get some feedback as well.

All stock engine, just wanting to lower injector duration and timing. It would help a little spool up time also.
I do understand thats a little big, and it might not be the best size for the moment. Also would like to tune them
before i build the engine.

60% you should be fine. Might take a little time to get it dialed in. Rail pressure will drop in a hurry. I have 40% in mine and wish I would have went bigger. 80% I would think would be too big for the mods you have listed. I am planning on 80-100% for my truck this spring. I have extrude honed nozzles now and am happy with them. Balance rates are great after plenty of severe abuse.
